A plan to put two three-story single-family homes above Palou Phelps Mini Park in Bayview-Hunters Point has drawn criticism from environmental groups. To build the homes, Quesada Drive would need to be extended through a priority conservation area owned by the city. The city both calls for Quesada to be extended and for the land to be conserved. For now, opponents of the extension are asking the city to not issue building permits in order to protect the birds, insects, and native grasslands of the area. [SF Chronicle/Photo via Bay Nature]
