Tower Troubles

After years of debate over a controversial tower planned to rise on a city-owned site near Oakland's Lake Merritt, the city has reopened the land to bids from developers. Developer UrbanCore had proposed a 298-unit market-rate tower for the site that fits within zoning allowances, but groups were threatening to sue because the city hadn't offered the land to affordable-housing developers first. It's unclear if UrbanCore will be resubmitting or modifying its proposal. [SF Business Times]
