Cap Crunch

Mayor Ed Lee has set his sights on altering Proposition M, the law that limits new office development in the city. The cap was put in place by voters back in the mid-1980s, but city planners and the city attorney's office are now researching ways to make changes without a vote. Options include supplementing the cap by giving credit for office space converted to housing or hotels or crediting back square footage added in the Presidio since that space is on federal, not city, land.
