Venture capitalist and one-man jigsaw-puzzle interest group Tim Draper's Six Californias ballot initiative did not gather enough voter support to actually make it onto the 2016 ballot. Draper submitted 1.37 million signatures by today's deadline, but the secretary of state's office found that only two-thirds—a numerologically resonant 66 percent—of the signatures were valid.
