Martins Beach Mandate

The latest development in the long-running saga over public access to Martins Beach would require the State Lands Commission to negotiate with billionaire venture capitalist Vinod Khosla, who owns the beach's access road. The negotiation mandate comes in the form of legislation passed by the California Senate. If an agreement between Khosla and the commission isn't reached after one year, the commission would have to use eminent domain to take over all or part of the property and build an access road to the beach.
