As Palo Alto puts plans into place for the redevelopment of its California Avenue commercial strip, the city is considering following in San Francisco's footsteps and banning chain stores on the street. Formula retail is entirely outlawed in several San Francisco neighborhoods, like North Beach and Hayes-Gough. Palo Alto's proposal comes at a time when the reboot of University Avenue is expected to draw increased interest from large chains, pushing up rents and threatening small businesses.
