Crude Awakening

A controversial $1 billion Chevron oil project was approved yesterday by Richmond's city council. Chevron's Richmond refinery will be upgraded to refine higher-sulfur crude oil, and in return Chevron will agree to cap greenhouse gas emissions and provide $90 million in cash and land to the Richmond community. The donation includes 60 acres of Chevron's property, which will be used to build a solar farm. [KQED/Photo via Richmond Confidential]
