San Francisco will likely meet the mayor's goal of 30,000 new housing units by 2020, but not enough of those units will be affordable, according to findings from a civil grand jury report. Mayor Lee is shooting for one-third of all units—10,000—to house low-income residents, but, the report says, the dissolution of redevelopment agencies (and decreasing state and federal funding) may well put that goal out of reach.
