The long-empty Francisco Reservoir in Russian Hill has officially received approval from the Board of Supervisors to become San Francisco's newest city park. A partnership between four neighborhood associations near the reservoir raised more than $20 million to transform the site, which overlooks the bay and Alcatraz.
