Though the new skatepark under the Central Freeway in SoMa was welcomed when it opened earlier this month, the near-constant sounds of wheels meeting pavement is too much to bear, say people who live next to a freeway. The West Skate Park in theory has quiet hours between 9 p.m. and 9 a.m., but skateboarders who take spills as a matter of course have no trouble hopping the five-foot fence.
