Russian Hill's abandoned four-acre Francisco Reservoir is nearing approvals to become a park, but now some opponents are challenging that plan. Supervisor Jane Kim says the $9.9M that will be used to purchase the land could block plans to create new open space in her Tenderloin and SoMa district, which has significantly less open space per resident than that of the Russian Hill district. And developer John Stewart says that the site could be better used for 60 units of moderate-income housing. [SF Examiner]
