The rejuvenated Candlestick Heights development that morphed from market-rate condos into affordable apartments has received 2,100 applications for only 196 units. Initial tenants moved in last May, and 130 more units are move-in ready this month. Residents for the homes, which range from one to four bedrooms and are available to families earning up to 60 percent of the area median, were chosen by lottery. [SF Business Times]
