High waves earlier this morning prompted the Embarcadero to shut down, and it's not even high tide yet. Power is out for about 80,000 around the city, according to a recent tally from PG&E. A Google bus struggled through high waters on Cesar Chavez, waters have risen in San Bruno and San Mateo, and somewhere in SF a guy climbed out the window of his flooded car. In Healdsburg, people are kayaking to Safeway.
