Despite having won development rights over a year ago, TMG Partners and Premier Structures Inc.'s plans to transform the forlorn structure at Pier 38 into office space with killer bay views won't gain approval until early 2015. The $7.2M rehabilitation project's details are still being hammered out, and negotiations with the port have been complicated by "uncertainty surrounding the larger port site, which isn't slated for immediate redevelopment."
