San Francisco's housing crisis has gone all the way to federal court, with a judge set to rule on whether or not to overturn an increase in relocation payments to tenants evicted under the Ellis Act. The increase means that landlords must pay evictees the difference between their current rent and the market-rent rate for a similar unit, a difference that could top $100,000. A Marina couple seeking to take over the second unit in the building they own has taken the law to court. [SF Examiner]
