Mayor Ed Lee has an ally in removing the northern spur of 280: John Norquist, president of the Congress for the New Urbanism. The former mayor of Milwaukee successfully removed one freeway during his tenure, and now advocates for the selective removal of freeways in cities worldwide. He hypothesizes that cities that either never had or removed freeways (San Francisco, Vancouver) have better economies than those that have tried to battle traffic with more freeways (Detroit).
