Seeking to keep the America's Cup tournament in the city, San Francisco brass is expected to submit a formal offer to Team Oracle offering to host the 35th Cup. The city plans to learn from its mistakes, however, by keeping the bid free of any real estate packages or the like that can complicate the agreement.
