"LOS is essentially a measure of traffic delay. Road projects are given a grade from 'A' to 'F' based on how smoothly traffic flows? In Portland, where at any given time as much of 7% of traffic is bikes, the drawbacks of the measure are becoming increasingly obvious" Portlandia's taking a look at their street traffic beyond accommodating only the combustion engine, and boosting other modes of transportation– which we take to mean bicycles– as they find the old auto-centric standards just don't cut it anymore.
