"It will ruin my neighborhood and community and cause traffic chaos," said a 10-year-old girl at a Berkeley City Council meeting about Safeway's plans to expand its Claremont-College Avenue store. A good chunk of the grocery's neighboring residents oppose the expansion, but there's little they can do to stop it now.
