Landlord Blues

This week's Tenant Trouble deals with a shady Marina landlord (we should point out that this behavior is not exclusive to the Marina) who is lagging on returning a deposit because of unpaid but never requested utility bills. You see, the tenants (husband and wife) shared a 2-unit building with the owner, who lived in the upstairs unit. The landlord said the tenants should pay for 2/3 of the utilities, but never sent a bill, even though the tenants requested them many times (unfortunately not in paper).
