In the mud and 50 feet away from land in China Basin is where Vincent Lackey's houseboat is stuck. Lackey wants to turn his home into a floating restaurant in time for the America's Cup in 2013, but the boat's stuck, and his new neighbor's are pissed about how he's handling the situation. "It's a big nuisance," said an Indian Basin Neighborhood Association head honcho, "and probably some sort of health hazard." No city department will take responsibility for removing the boat, so it remains an eyesore. "The City needs to obtain title before it can seize the vessel to ensure that we are not liable for property damage in subsequent law suit from the property owner," a statement from Supervisor Malia Cohen said.
