California Pacific Medical Center's negotiations with the city over its new "campus"- two megastructures connected by a tunnel under Van Ness Avenue- have taken so long they may not meet a deadline to bring their existing Pacific Heights hospital facilities up to new, state-wide seismic standards. Accusations of foot-dragging on both sides in a deal bigger than that America's Cup thing, but CMPC seems unwilling to commit to providing more community benefits.
