Supervisor David Campos introduced the measure to accommodate "personal care" businesses like salons, tattoo parlors, and martial arts studios for third-floor locations. Currently they can only be on ground or second floors. The zoning change comes at the same time merchant groups have asked the Supervisor to consider capping the amount of commerce in the area, specifically restaurants. More than a dozen new restaurants open on Valencia between 16th and 20th streets in less than a year, and people are concerned about "maintaining the character of the neighborhood" (read: gentrification). The third-floor businesses measure is before the Planning Commission today and expected to sail through, though talks on any kind of business caps are still in the works.
