Requesting a Buyout

This week's Tenant Troubles deals with a situation we've never heard of before. A tenant has been renting an apartment in a 12-unit Victorian in the Haight for a very long time. As expected, rent control applies, and the tenant currently pays $1,140 for a large two bedroom (we're dying right now).
