The Department of Public Works "is between a tree and a hard place," Dan Flanagan, executive director of San Francisco's nonprofit Friends of the Urban Forest, told the Chronicle. Due to budget cuts, some San Francisco homeowners are now responsible for the trees that line the sidewalk outside of their home.
