Hey, hey, hey! The San Francisco-Oakland metropolitan area didn't make it into the top five most congested areas in the nation, according to the annual Texas Transportation Institute Urban Mobility Report, which is based on 2010 traffic figures. San Francisco came in seventh this year, and was ranked sixth last year. "You guys are in kind of a holding pattern," said David Schrank, a researcher at Texas A&M University and an author of the congestion study, "and I'm guessing that's almost completely due to the economy."
