?creating a completely transparent, 13-story glass building for a rich, powerful city department that has flourished on backroom deals for decades seems like something of an architectural oxymoron. At his blog Civic Center, SFMike weighs in with recent pics of the new San Francisco Public Utilities Commission going up at Polk & Golden Gate Streets. He seems skeptical! The glassy project's been in the works since 2002, stalled first by the dot.com bust and then the recent economic collapse, plus a substantial amount of value engineering.
