The new "smart" meters that are installed around SF will go into effect this month, charging drivers an amount that it thinks reflects the popularity of the space. NBC Bay Area's Matt Baume reports that if the parking spot is always empty, rates will go down. If it's always full, rates will go up to encourage people to move along quickly and make room for other people.
