The controversial Sit-Lie law has only been "gently" enforced thus far, and for good reason: if a sitter or lier gets three or more citations, they end up in jail, costing the city tons of money. Of course, proponents of the law thought it would make the city money through tickets and increased revenues from areas thought too dangerous/annoying because of "street punks." As police continue to enforce the law - giving out about ticket a day in the Upper Haight alone - costs will eventually rise with the need to prosecute and jail offenders. [SF Appeal]
