NBC Bay Area brings us the story, adorably titled "Nipped in the Bud," of the San Jose City Council voting to limit medical marijuana facilities. The new limit is 10 collectives in the city, but there are now zoning(-out) districts to ensure that they are spread evenly through the city and a lottery and ranking system for applicants.
