?after 7 p.m., shelter users are “standing there smoking marijuana — too much.” Or they “poop in the alley” or are “making love in the alley." As neighborhood businesses complain City Hall is ignoring them about problems with the Next Door Shelter on Polk & Geary. Problems escalated after the City closed down the shelter's indoor smoking lounge, sending smokers out to the sidewalk. While those "too much" things happen all over the city, the sidewalk cigarette gatherings have become an attractive nuisance. One solution offered is a rooftop deck for smokers.
