Poor, sad Stockton. For the second time in three years, Forbes has placed the city on the top of its Most Miserable Cities list. The other California cities that made it onto the top 20 list are No. 3 Merced, No. 4 Modesto, No. 5 Sacramento, No. 9 Vallejo, No. 17 Fresno, No. 18 Salinas and No. 20 Bakersfield.
