Russian Hill neighbors are up in arms over plans to turn a parking garage into condos. The developer who owns the garage says there are only 14 people who rent monthly spaces, and that it's rarely even half full. The residents bemoan the addition of more cars circling the streets and climbing hills to look for more parking. One option: those 14 residents could pool their resources and buy the parking garage themselves. And probably have to sleep in their cars. Or, since the new development will have 14 spaces for residents, they could all buy new condos and move in. If only things were ever this simple.
