We suppose that the chance of snow at sea level is worth the flooding and power outages that the Bay Area is experiencing. As of 8:45a.m., about 400 residences and businesses in the city were without power, PG&E spokeswoman Fiona Chan said. And a portion of the southbound lanes of the Great Highway were shut down due to excess water, Department of Public Works spokeswoman Gloria Chan said.
