"What makes San Francisco exceptional is the cost of cabs and the difficulty of getting one as compared to other "transit first" cities. People don't plan on using cabs because they know how difficult it will be to get one and how costly. I was recently in New York and was, yet again (because I go there often enough), surprised by how many cabs there were and how inexpensive they were.
