When voters approved the controversial sit-lie ordinance back in November, they didn't think they'd see results until mid-February of this year. It tuns out that Upper Haight merchants are already seeing a decrease in loitering. "It really emptied out, just by virtue of people hearing that it passed," said Bruce Smith, owner of Roberts Hardware at 1629 Haight Street. "I didn't think they'd take it very seriously, but they've complied really well," said Tommy Giang, a clerk at Stussy Clothing at 1409 Haight Street.
