A 'wet house' is a home for chronic alcoholics where they can drink in peace and are provided with medical supervision. The idea came up because San Francisco can "account for about $13 million of the $17 million that is spent annually by the city on alcohol-related crime, care, and recovery services," and they think having a wet house might lower that figure.
