The problem with Coit Tower is that tourists can drive up there at all. Let's stop non-resident cars at the end of Lombard and make people walk or take the 39 as a shuttle. Residents who want to park up there can lease parking spaces on an annual basis. it would require some human presence to enforce no-standing and no-parking rules at Lombard and Greenwich, but these tourists in cars must be tamed.
