The growing battle over what to do with 1601 Larkin heats up today, as the Planning Commission decides whether to accept the property's environmental impact report. Planning Director John Rahaim has come out in favor of approval, though because of the history of the site, the Planning Commission would need to approve a statement of overriding consideration. At the end of the day, the overwhelming winners in all of this are CEQA and Robert's Rules of Order.
