Development 'Stimulus' Might Require Down Payment

Gavin & Co are tweaking their development "stimulus" legislation in response to criticism that fee deferrals will result in less money for neighborhood infrastructure. Compromise! A new provision could require instead that developers make down payments to the tune of 15 percent of their total impact fees. City walks away with some consolation cash, and developers would perhaps still get an easier start on their projects. The revised legislation gets discussed in a few weeks. [SF Examiner, previously]
