Does this spell a delay for high-speed rail? A third lawsuit against the high-speed rail authority — also, like two others before it, coming out of Menlo Park — says the project has to have all its funding nailed down before it can start using the $9.95 billion from Prop 1A. Otherwise, the train project could be abandoned midway, with nowhere to go.
