Does this spell a delay for high-speed rail? A third lawsuit against the high-speed rail authority — also, like two others before it, coming out of Menlo Park — says the project has to have all its funding nailed down before it can start using the $9.95 billion from Prop 1A. Otherwise, the train project could be abandoned midway, with nowhere to go. The rail authority has no comment, except to say that they're "committed to building this project right and in a way that is within the letter of the law." [Merc, previously]
