Could be in spite of three hotels in default, or could be because of, depending on how you look at it: the somewhat Lembi-affiliated Personality Hotels goes to the Planning Commission this week looking to renew their entitlement on 72 Ellis St., a planned 11-story hotel with ground-floor restaurant in Union Square.
