After ratcheting up penalties for property owners who don't clean up their graffiti, the city's opened its doors for those owners to publicly complain about their citations. Doing so allows for the possibility of reversals on the penalties, while not doing so means eating a $250 inspection fee. Cue the dog and pony show. [SF Examiner]
