Restaurant incubator La Cocina's been teaching people how to navigate the maze of regulations that's keeping the food cart count in San Francisco low — two days ago, they were on hand with city officials at a SPUR talk to see whether a formal process for birthing food carts could be created. (Gross image?) Meanwhile, food carts have already gone wild in Portland, the beardier San Francisco up north: "What do creative unemployed young people do in a recession?
