Say what you will about broken windows theory— prove it scientifically, even— there will be counterexamples to the idea that small things like graffiti and broken windows will lead to big things like muggings and murder. The idea has gained traction, if not among all urban thinkers, then at least in the nitty gritties of city policy. Just check San Francisco's anti-blight and anti-graffiti laws. But a Eurotripper points out that some cities like Berlin, rife with graffiti, legal prostitution, and open alcohol drinking, are actually remarkably crime-free.
