Gavin's putting forward a measure to tax away cigarette butts on our streets, after a litter audit last year revealed that while overall litter was down, cigarette litter had nearly doubled. The proposal would add 33 cents to every cigarette pack, which we're going to go ahead and guess will kind of annoy smokers, without lessening the number of butts on the streets.
