The Civic Center's tree hats and their 18,000 pounds of wily willow sapling tentacles are going to wreck the trees they're festooning, says a concerned arborist. The art installation, called "The Upper Crust," was put up in March in preparation for spring's burst of green, but the tree guy says that "to protect the trees from possible harm, it is my recommendation that the sculptures be removed from the trees immediately."
