Sort of. A new proposal called "San Francisco Sustainable Financing Program" would allot $50K per household to install clean energy improvements, like solar panels, wind turbines, low-flow toilets, things like that. The total pot for the fund comes to $150 million, though it's really more free* than free. Homeowners would have 20 years to pay back the "gift of green," with the bills attached to their property taxes. Brace for wind turbines. [SFGate]
