Oakland developer Jim Falaschi has a clever scheme for getting construction jobs off the ground: in exchange for infusing his projects with cash, foreign investors get green cards. In June, the government gave his Bay Area Regional Center approval to finance projects in the area. "We really are a global economy, and we need to be out there looking for ways to make sure the United States captures some of that global economy."
