Now percolating through the city's pipes: an ordinance that would bar owners from building parking garages after they've evicted all their tenants using the Ellis Act. The concern: landlords kick out their renters, then take their properties up an income bracket or two by adding a parking garage— in apparent violation of the city's planning code, which aims for the "preservation of economic diversity." Opponents say the new rule would exacerbate the city's parking problem, on top of making it harder to build garages when there's little being built now anyway. [SFBG]
