Now percolating through the city's pipes: an ordinance that would bar owners from building parking garages after they've evicted all their tenants using the Ellis Act. The concern: landlords kick out their renters, then take their properties up an income bracket or two by adding a parking garage— in apparent violation of the city's planning code, which aims for the "preservation of economic diversity."
